Description

fast_gettext 0.9.1 lacks lib/fast_gettext/vendor/empty.mo which causes a runtime error and tests will not run because of that.

Pinning the gem to 0.9.0 until the above is fixed resolves the issue and allows Jenkins to run test_develop.
