Description of problem:

Editing a Content Host allows you to add a Host Collections from a different organization

Version-Release number of selected component (if applicable):
foreman-1.6.0.44-1.el6sat.noarch
Red Hat Satellite 6.0.4

How reproducible:
100%

Steps to Reproduce:
1. Create 2 different Orgs
2. Create 1 Host Collection group on each org
3. Register a system on the org A
4. Select the org A
5. Hosts -> Content Hosts -> Select the registered Host
6. Host Collections --> Add
7. You can see the Host Collections across Organizations

Actual results:
You can select and add one Host Collections across Organizations

Expected results:
Only the Host Collections from the current organization should be displayed
