In order to get to Puppet as a plugin, we would need to take:

• Dashboard conf.status, conf.chart, run distribution
• Facts
• Reports

And link them to docs to install a configuration management system in Foreman (Puppet, Salt, or Chef currently).

As a starting point we could just show these docs when 'foreman_puppet' is not installed, or when there is no smart proxy with Puppet/Chef/Salt features.
