"Generated at" date/timestamp is not localised

Description
The dashboard timestamp ("Generated at: ...") is not localised, but should be.
With a Japanese locale selected, it says: 生成日: 30 Mar 04:18 rather than the Japanese equivalent (year/month/day and translated). It should be using the locale data from config/locales/ja.yml automatically.
