Check /var/log/foreman-proxy/proxy.log on the puppet master that you're importing classes from (may be the Foreman host).

Look in particular for permission denied messages, this may indicate that the class you're importing isn't readable by the foreman-proxy user.  Check all files and parent directories are open enough (e.g. other read/execute).
