I can reproduce the problem. Seems to be existing since 1.14.0. I'm using RPM packages and EL7.

after upgrading my smart proxy nodes to 1.11.2 and theforeman-foreman_proxy to 2.5.0 I can't use DHCP any more... Martin Dobrev
