Use case: Sync a repo in on-demand, create a content view with filters to reduce the package count, publish and promote. Now edit the resulting CVV repo and change download policy to immediate and sync again. The reduced set of packages will now be present and the repo may be exported via ISS. Note: Switching a CVV repo from on-demand to immediate would require both the base repo as well as the CVV repo to be synced for determining errata applicability (see @jlsherrill for details). This should be done server side.
