Make wget timeout configurable with smart proxy

Description
Smart proxy TFTP plugin uses wget to download initrd, vmlinuz, squash.img etc. It by default uses a connection/dns and read timeout of 10 seconds. However depending network conditions and slowness the idling time may wary in different environments. We need to make the http_download accept configurable values for timeouts.
