[8] Convert flash notifications to be visually attached to header.
Description
Currently, app wide notifications are displayed as bubbles at the top that appear over top of the navigation. The proposed changed would be to attach flash notifications as a bar that appears below, but attached to the header and move form validation errors into the form itself.
