We need a rake task and supporting code that will 'switch' pulp3 ids in content tables from the migrated_pulp3_href column over to the pulp_id column. The simplest way to do this is to update the models individually, but other options such as renaming columns or doing a bulk update are possible. So some investigation needs to be done.
This would only occur for docker and file for this next katello release.
