In Azure it is possible to see the same interface identifier which in share the same MAC address. Foreman needs wants to be unique. The fact parser identify an interface by its MAC address, and doesn't handle it. https://bugzilla.redhat.com/show_bug.cgi?id=2088782 has more information.
