A next step for managing gem packages I think is to automate the package updates for gems, allowing plugin authors or repo maintainers to automate the step when it's just a matter of updating a version number and rebuilding, and without needing commit access.
I'd expect that any significant change (e.g. changing directories, dependencies) might still go through a PR process before triggering a build automatically.
(Note, I'm very happy we've got to this stage where keeping up with plugins is becoming a noticeable!)
