sync management page shows link to old providers page

Description
In a new org (with no products/repos created), go to the 'sync management' page. You will see the text:
'There are no products or repositories enabled. Try enabling via Custom Content Repositories or Red Hat Repositories.'
"Custom Content Repositories" is a link to /katello/providers.
- Category set to Web UI
- Target version set to 45
- Difficulty set to easy
- Triaged changed from No to Yes
- Target version changed from 45 to 48
- Status changed from New to Closed
- % Done changed from 0 to 100
