Satellite and Capsule upgrade is failing as httpd service failed to start on RHEL 66 only.

Description of problem:
Satellite and Capsule upgrade is failing in step:
Upgrade Step: start_httpd...
Upgrade step start_httpd failed. Check logs for more information.
, on Rhel 66 only.
Version-Release number of selected component (if applicable):
Satellite GA Snap 13 Compose 2.
How reproducible:
Pre-requisites:
Satellite 6.0.8 configured with Capsule and at least one host.
Steps to Reproduce:
1. Upgrade Sat 6.0.8 to latest Sat Ga snap 13 C2.
2. Observe the CLI outputs.
Actual results:
Upgrading...
Upgrade Step: stop_services...
Upgrade Step: start_mongo...
Upgrade Step: start_httpd...
Upgrade step start_httpd failed. Check logs for more information.
Expected results:
No Failure in upgrade.
Additional info:
On retrying the satellite upgrade command, the satellite upgrade is successful.
