remove v1 repositories as part of upgrade

Description

It is not possible to upgrade a repo from using a docker v1 registry to v2. Instead, we will need to clear out v1 repositories and start fresh with V2 repos.

This task is to write a rake task to perform said action.

refs #13454 - rake task to remove docker v1 content...

Docker v2 content will be removed with this rake task. Once Katello
switches to Pulp 2.8, it will no longer be able to support Docker v1
content.
