The ssh keys bootstrap provisioning snippet doesn't work with global proxies

Description

When using the global remote execution proxies, the keys don't propagate
to the provisioning template properly due to using `authorized` scope
when searching for the tempalates, while there is no user set in the context
of rendering the templates for hosts (interestingly enough, it does show
when doing a template preview)
