Description

The message for 'Jenkins reachable?' is not always displayed.

Steps to reproduce
1) Go to Jenkins instances show page
2) click the Jenkins Users tab
3) Now click the 'Jenkins reachable?' button
4) Observe there is no message

Possible resolutions:
A) move the button into 'Details' tab
B) move the message display area above tabs
