when creating a new host on Virtual HW with network install and you just defined the OS from a public repo,
the VM gets created and starts booting up faster then the vmlinuz file was fully downloaded.
after the file is fully downloaded and you reset the VM the install works as normal.
Foreman should wait for the VM to start until all files are available on the TFTP.
