Description of problem:
You cannot delete a YUM repository in a product that is published. But you can delete a Puppet repository that is published.
This behavior is inconsistent and unclear for the user why you can delete a repository of published puppet modules, but cannot delete a repository of published RPMs.
Expected results:
Consistent behavior. Either allow deleting a published repository or not, independent of the repository type.

Katello 4.0 has dropped pulp 2 and puppet content, so this issue is no longer relevant.
