Description

if packages are already removed and a user does not have the installer code to skip over upgrade steps or is upgrading from 2.4 to 3.3 for the first time and the packages are already removed then the installer will error out with a red message saying packages are not installed but the upgrade still goes through which causes support tickets/concerns.
