It can be moved to a snippet trivially, out of curiosity what's the usecase, refactoring?

Im working behind a firewall and cannot reach the ntp server that is hard coded in the templates. I order to change the ntp servername I had to modify it in multiple templates. I would just have been easier to only have to change the ntp servername in one snippet.

There's the Parameter ntp-server for exactly this. Set it globally or e.g. per Host.
