Luckily I found the logfile in the install script.
Seems like this install borks on already having the plugin installed:
[!] There was an error parsing `Gemfile`: You cannot specify the same gem twice with different version requirements.
You specified: foreman_monitoring (= 0.1.0) and foreman_monitoring (>= 0). Bundler cannot continue.
I can only speculate you added it to /usr/share/foreman/Gemfile or /usr/share/foreman/bundler.d/*. If you remove it there before adding the DEB the installation should proceed further.
