Setting "Openscap Proxy" Property in Hostgroup has no effect on Hosts

Description

Hi,

I have the following problem:

We are using the Openscap Plugin within Foreman. Works fine so far.

What I do next:

- open "Hosts" - "Compliance" - "Policies"
- open a policy by clicking on its name
- click on "View Report" for a single host entry
- click on "View Full Report" for this host

An error pops up saying: ERF42-7625 [Foreman::Exception]: No OpenSCAP proxy found for ForemanOpenscap::ArfReport with 177241

This is actually correct - When I edit this host the dropdown box OpenScap Proxy has no selected entry.

BUT: Inside the hostgroup the host belongs this entry ist set.
I can even click on "Submit" again inside the host group with no effect on the included host.

It seems that changes on the hostgroup(for this property) are not inhertited to the included hosts.
