Sync-Plans work only when executed manually
Description
Hi,
im using the latest Foreman / Katello Installation.
My Sync-Plans dont work anymore. Only when i execute them manually, they will start downloading repos.

Ive checked all the logs but i can not find any information leading to a solution.
Can anyone please give me some hints on how the sync-plans are scheduled?

What version of katello was this found in ?
1. Can you provide this output
rpm -q pulp-server tfm-rubygem-katello
2. Can you check for any 'sync_complete' requests in the apache logs during the time the schedule is supposed to run?
grep sync_complete /var/log/httpd/*
Its also possible you are hitting https://pulp.plan.io/issues/2903
