Move scap content upload from rake task

Description
The default scap contents are uploaded by a rake task. We should move it from rake task and make it a regular feature. The rake task has an ability to bulk upload scap contents from a specified location, I am not sure how many people know about it, but exposing it in UI/API/CLI would make it more visible.
