Report templates don't save with '.csv' extension

Description
Instead, it saves as 'txt' by default, but is in csv format.
To reproduce, go to Monitor > Report templates and generate a report
Also, it would be nice if an empty report still had the CSV headers at the top, right now it is blank. (I can file a separate issue if needed)

Please open the empty report as a separate issue (unless it exists already). The suffix can not be now determined and should be probably fixed altogether with #25732
