Immediately after creating new host, `Hosts -> Create Host` doesn't work

Description
After creating a new host and being returned to the new host's host page, `Hosts -> Create Host` doesn't work.
After clicking on it, the browser URL gets updated to https://foreman.example.com/hosts/new but the expected form does not display.
I've not seen anything logged in the browser console. Refreshing (F5) does bring up the form.

This was on Google Chrome (76.0.3809.100) on Ubuntu 18.04
