Description of problem:

When we initiate a backup using foreman-maintain, it starts the maintenance mode on the server and stops the Satellite services and when the backup complete it turns off the maintenance mode and starts the services again but if backup procedure fails in between due to any reason (like disk full) then foremain-maintain exit without turn off the maintenance mode and leave the services in off state.

-> Foreman-maintain should turn off the maintenance mode and start the service if the backup fails in between.
