Description

We need to have flexible webhooks, template engine allows users to modify payloads and we can ship examples for various 3rd parties.

Tasks:

- create new template kind called "webhook"
- use current Foreman core pages for editing
- add association to the webhook page
- data needs to be fetched via helpers (except deletion)
