Personal access token calendar field has broken design

Description
When trying to create a personal access token and when I click the calendar icon next to the expiration field, it opens the calendar with time selector, but they overlap and it looks very broken.

You may also notice it does translate the names of days (they're abbreviations of the Czech names), but nothing else. Additionally I see PM which implies to me that it's using 12 hour notation where I'd expect 24 hour notation.
