The kickstart_rhsm template ignores the host_parm subscription_manager_org if it is set and katello is installed. The template uses a default value set through katello and not the what the user set. Functionality should be swapped to allow the user set parameter be use and if there is not a parameter defined, then use the generated default.

In my use case, I have katello installed, but it is not managing my RHEL subscriptions since I am testing with the RHEL developer subscription that doesn't include that support. Foreman is currently ignoring my parameter and the generated subscription_manager_org does not work directly with the Redhat servers.
