Make paused dynflow actions information exportable by a script

Description
To be able to share it as part of reporting the issue.
For now, on needs to go to dynflow console and save the html file manually.

Also, this tooling should allow things like "retry" or "skip" if needed, so that the admin can try to fix the tasks if possible
