Foreman should indicate if OpenStack is set to auto assign a floating IP

Description

Create an instance in OpenStack using Foreman, and the instance seems to always get 2 floating IP's. I see this on multiple openstack versions -- both havana and icehouse.

I think I saw this on OS1 - it was configured to hand out an IP automatically, plus Foreman requested one, so it got two. Can you try spinning up a VM directly on your resource and see if it's automatically getting the first IP?

It's a nova setting: default_floating_pool = pool_auto_assign

If it's possible to see if OpenStack is going to assign us a floating IP automatically, we should either indicate it in the UI, or alternatively, try to see if the VM got a floating IP from a specific network and not add a sceond one.
