Description

Due to a bug in fog, there is no support in shutoff && start.
A fix has been pushed to fog. Upon new version of fog refactor libvirt method (at https://github.com/theforeman/foreman/blob/develop/app/models/concerns/fog_extensions/libvirt/server.rb#L29)
