Smart-proxy does not run as a service on Windows

Description
Smart-proxy no longer runs as a service on Windows machines. Smart-proxy must be run manually in an RDP or console session. RDP timeouts and automated patch reboots makes running smart-proxy as a service a necessity. The service functionality worked in 1.5 and was removed in 1.6
