Description

Previously we stopped publishing red hat repos at creation time (1415296307c8e560dab30deb6bce92699fb5dde2)

This was due to https://bugzilla.redhat.com/show_bug.cgi?id=1127793 which has been fixed

The result of this not being corrected is that you cannot publish redhat repos in a content view before they are synced.

We basically just need to revert the changes in app/lib/actions/katello/repository/create.rb from that commit.
