There is a common pattern in support cases where customers

1) refresh their manifest
2) get an error
3) they call support
4) Support tells them to read https://access.redhat.com/solutions/2726511

In order to avoid step 3, I would like to have a link added to the manifest pages directing users to this kbase. So, in the Manifest history section of (Subscriptions -> Manage Manifest -> Actions) an in the import history, I would like to see text saying something akin to:

"If you have errors with importing manifests, please see https://access.redhat.com/solutions/2726511 for debugging information"
