As a user I would like a way to view reports on Subscription Consumption in Katello

Description

Users should be able to view a detailed report of their subscription consumption, similar to other Foreman reports that can be ran over time showing the consumption of subscriptions.

We need to also be sure to show Smart Management consumption

Foreman Trends can be easily extended for other objects (trivial for AR, a bit more work for non AR) and could perhaps be a foundation?
