Raise error in GUI if images can not be found

Description
When on provisions a VM, and Foreman tries to download the images to put into TFTP folder, Foreman could provide an error message in the GUI if the images cannot be found.
The pxeboot will then fail anyway, just causing couple extra clicks.
The boot could be cancelled completely and the error displayed.

Is this the same issue as #2676? Or is this more about auto-cancelling the whole build process if TFTP proxy fails to download the image?

Good question.
I think it's exactly the same, although I would cancel the whole process.
What's the point of having an empty sized image in TFTP and continue the build? Everything will faill down the road or am I missing a use-case?

The thing is that the host can still be built if you fixed the image on TFTP. Actually if you have 100 hosts in this state, it's more comfortable to just download the image manually than building 100 hosts. I mark this as a duplicate and let's continue with discussion in #2676.
