Snippets don't work for job templates

Description
This causes an error:
<%= snippet "foo" %>
If we won't support them, we should hide mentions of them from the forms if we can.
Ideally, we should add support for inputs for snippets as well: let's say I have a snippet for foreman-installer, I can imaging many template variants, all calling this snippet, just tweaking just inputs (such as list of plugins to install)

Ivan, would you mind raising this as a separate RFE with few examples? IIRC we discussed new helper that would allow to include also other templates (not just snippets).
