Build Fedora 23 katello-agent packages for 2.3 and add it to subsequent releases

Description
Fedora 23 was released and I'm working on updating all my systems. I went looking to download the katello agent for fedora 23 and noticed it didn't exist. Please build packages for 2.3 since that is the current stable release and prepare for it in future katello releases.

Pulp doesn't seem to have built f23 packages, but i'm going to add f22 for katello 2.4. Moving this to Katello 2.5.
THe pulp team says they will add fedora 23 as part of 2.7.2 and 2.8.0
