Description

When neither the regular Puppet or Puppet Strings module parser is available, output from "puppet help strings" is being output on stderr (I think):

Error: Could not load help for the face strings.
Please check the error logs for more information.

Detail: "Could not find Puppet Face strings" 

Error: Try 'puppet help help help' for usage

This happens once for every module.
