[ALL LANG] Unlocalized strings in page Administer -> New Organization.

How reproducible:
100%

Steps to Reproduce:
1. Access Satellite login page with target locale.
2. Click Administer -> Organizations.
3. Click the New Organization button.

Actual results:
[ALL LANG] Unlocalized strings in page Administer -> New Organization:
Organization
Label
Description

Expected results:
They should be localized.
