The best thing will be to change naming conventions for Grub2 and conform to grub2-mknetdir:
./grub2/i386-efi
./grub2/arm64-efi
./grub2/i386-pc
./grub2/fonts
./grub2/powerpc-ieee1275
./grub2/locale
./grub2/x86_64-efi
For LE PPC let's create directory powerpc-ieee1275-le.

No, UEFI is all broken on RHEL 7.4 and we need to:
a) Change PXEGrub2 template to use regexp module
b) Change foreman-bootloaders directory structure and include regexp.mod
c) Change filename option in Foreman core to have new paths
