Hostgroup association with policy lost after upgrade

Description of problem: We had created policy for different hostgroup on satellite 6.2. But after upgrade the association of hostgroup with policy lost.
Version-Release number of selected component (if applicable): satellite 6.3 snap 20

Steps to Reproduce:
1. Create policy associated with hostgroup
2. satellite-installer --scenario satellite --upgrade
3. Navigate to policy -> edit
Actual results:
Found no hostgroup associated with policy after upgrade
Expected results:
Association should not lost after upgrade.

Users who upgraded to 0.6.0 on Foreman 1.15+ lost links between scap policies and hostgroup (1 time only). This is because the migration that was supposed to delete not links to policies that were already removed was not able to find even existing policies. Therefore all links were considered broken. This is caused by the change in Foreman core 1.15 that changes the way how objects in organization/location are searched for non-admin users.
