Cloned from https://bugzilla.redhat.com/show_bug.cgi?id=1526787

Description of problem:

- After upgrading the katello server to 3.4, docker image tags are missing

- Sync the docker repository on pre-3.4
- Upgrade the to 3.4.
- Check for the docker image tags.

Actual results:

- Docker image tags are missing

Expected results:

- Docker image tags should be available
