[Sync Plan] - If the user is create sync plan then user's time zone should be placed in start date, currently it shown only +0000

Description

Steps to Reproduce:
1. Create a Sync Plan from a machine which has GMT+5 timezone and the serer's timezone should be UTC.
2. Date and time should be mention in start date should have timezone details.
