Description

Currently the tar file parameter lives in puppet-foreman_proxy_content but if we want to allow split deployments of Katello itself we'll need to pass it in with puppet-katello too. We can copy the parameter there, but (IMHO) a much cleaner solution is to move it to puppet-certs so the installer parameter becomes --certs-tar-file.
