Description

The pr here: https://github.com/Katello/katello/pull/8192 triggers a bulk async foreman-tasks when an http proxy or settings object.

Its currently using an after_commit hook, but ideally would use action triggering to trigger an action 'SithSubPlans' such as this example: https://github.com/jlsherrill/katello/commit/dd279452f3d51da36604d8adad363d90ceb0e4aa

However its currently producing a postgreql error
