Description

1. deploy a foreman proxy w/ content, associate it with a lifecycle env
2. promote content to the lifecycle env
3. verify repo exists on the foreman proxy
4. Remove the lifecycle env from the capsule
4. run 'rake katello:delete_orphaned_content'
5. the repo should be deleted from the capsule, but isn't
